Overwhelming legislative support skills

Blunt legislative support of the professional competencies outlined in the White Paper of Physiotherapy (Jesus Rebollo yProfesor Director of Physiotherapy in Seville)

The professional skills of physiotherapists, as stated in the White Paper of Physiotherapy, edited by ANECA in 2004, have a strong legislative support, so that their inclusion in the white paper and, of course, its impact in shaping the future degree in Physical Therapy is an obligation not only academic in nature but ca-legal Racter , because on the one hand, conform strictly to the law, and, second, provide the basis for future physical therapists can meet the rules governing the profession of physiotherapist.

This statement, which argue along these lines, spray the idea expressed by a pair of functional illiterates fevered mind that, while suffering the rigors of the summer recently past, have tried to arouse academic authorities policy with responsibilities for universities, advising them that the White Paper of Physiotherapy invades only medical skills, which would violate the law.

First, I want to record that among the skills which includes Physiotherapy White Paper include: Physical Therapy Diagnosis and not medical diagnosis, the design of Physical Therapy Intervention Plan and not the therapeutic prescription, the report to the Top of Physiotherapy and not the High Medical .

is, therefore, strictly true that this text only invade medical skills such as diagnosis (obviously referring to the medical diagnosis), prescription therapy and patient discharge, and assert the subjects referred to in the above. Therefore, no legal provision is violated.

Article 1.2. Annex of RD 1001/2002 of 27 September (BOE of 9 October), states: "The practice of physical therapy also includes the execution by the practitioner, by itself or within the multidisciplinary team of electrical tests and manuals designed to determine the degree of involvement of innervation and muscle strength, capacidadesfuncionales tests to determine the extent of joint movement and vital capacity measures, all aimed at determining the physical therapy evaluation and diagnosis, as prior to any act physiotherapy and the use of aid diagnostic for monitoring the evolution of users.

Therefore, when the White Paper of Physiotherapy covers these concepts and skills activities such as physiotherapists, is fulfilling an obligation of a legal nature, which necessarily must have its corresponding projection in academic training future professionals.

What's more, because not only English law guarantees these skills as part of professional practice for physical therapists, but also the World Health Organization (WHO), as it is common knowledge that legal text is based on the popular mint definition of Physical Therapy formulated almost 50 years through the WHO Expert Committee Report on Rehabilitation (Geneva, 1958).

Consequently, the exercise of such powers is not a new addition to the professional field of physiotherapy, but part of the stock of professional practice of physical therapists for almost 50 years, constituting a segment uses general of the profession.

is therefore completely false, at least half a century ago, that the realization test of functional capacity, vital capacity and electrophysiological (all) are only medical skills, as Dr. Sergio Santos del Riego, president of the Association of University Professors of Physical Medicine and Rehabilitation (APUMEFYR) SociedadEspañola worthy daughter of RHB (SERMEF), chaired by Dr. Avelino Ferrero Méndez.

Article 4.5 of Law 44/2003 of November 21, management of the health professions (BOE 22) states that professionals will guide their actions, among other conditions, strict compliance normopraxis criteria or, where appropriate, the general uses of their own profession.

is obvious that for physical therapists to meet this legal requirement, they must know what the criteria normopraxis and general applications of the profession of physiotherapy. However, the Physiotherapy White Paper have been expressed in terms of skills and uses such general criteria, drawn from various national and international documents, including the "Subject Benchmark Statements. Health Care Programmes: Physiotherapy ", the restigiosa" Quality Assurance Agency for Higher Education "in the United Kingdom, and the "European Physiotherapy Benchmark Statement", paper prepared for the European Region of the World Confederation for Physical Therapy, WHO organismoasesor in Physiotherapy, which represents the profession worldwide.

Article 7.2.b) of the LOPS says it is for the University Diploma in Physiotherapy care delivery specific to its discipline, through media treatments and physical agents, led to the recovery and rehabilitation people with somatic disorders or disabilities, as well as preventing them.

Some rehabilitation physicians take this paragraph from the general context of the law, and find in it the excuse to say that the work of physiotherapists is limited, as mere auxiliaries, to implement media treatments and physical agents under its direct control and supervision.

Far from reality, since this section of the LOPS should be interpreted in the light of Article 4.7, which states that the health professions will be held with full technical autonomy and science, this includes, of course, the profession of physiotherapist, which means that this professional is unavoidably bound by law to make the practice of physio-therapeutic care with full technical and scientific autonomy, and not under the control or supervision of any other professional.

So, guided normopraxis criteria, which we referred in the preceding paragraph (art. 4.5. Of the LOPS), established by the World Confederation for Physical Therapy (WCPT) in General Assembly May 1999, the care process-ca fisioterapéuti must necessarily include the following phases: assessment of functional status of patients / users; diagnosis of Physiotherapy, or design approach intervention plan, conducts physical therapy intervention, and evaluation of results.

Thus the right to exercise the fullness of authority and powers granted by Article 2.2. RD 1001/2002 annexed to the above, which says that physiotherapists have the fullness of authority and authority in the exercise of their profession that the existing legislation gives them.

Article 5.1) of the LOPS states that professionals have a duty to provide health care technical and professional training to the health needs of the people they serve, according to the state of development of scientific knowledge of each moment. In this vein, we recall that the physical therapy is not just a profession, is also an academic and scientific discipline, recognized as a Knowledge Area and, therefore, as a field of knowledge characterized by the homogeneity of their subject knowledge, a common historical tradition and the existence of communities of teachers and national and international researchers (art. 71 LOU).

This discipline is basically supporting the Degree in Physiotherapy, and obviously draws the essence of their professional actions hence, progress in this field of knowledge must also be part of the expertise and skills of future physical therapists, to enable them to discharge their duty of care to provide such technical and professional training to the health needs of people they serve, according to the state of development of scientific knowledge of each moment.

For all the above, we can say categorically and without the slightest hint of doubt that the skills listed in the White Paper of Physiotherapy, far from breaking the law by invading medical expertise of any kind, which make is As we said before, on the one hand, to observe scrupulously the legal requirements governing the profession of physiotherapist, and, secondly, to lay the groundwork or necessary conditions for future physical therapists can meet the requirements of that regulation.

This is the only really glaring, but the traditional predators Physiotherapy voluntarily any rules or ignore national and international document related to the physiotherapy profession. It also appears that his interpretation of the LOPS interested makes them read that the only health profession with technical and scientific with the capacity to keep up in the development of scientific knowledge, is the doctor, so that all others must be subjugated to the criteria and dictates of those who exercise it.

Similarly, seems to believe that those who have to establish criteria normopraxis and general applications of the physiotherapy profession, there are associations and national and international colleges of these professionals, as understood in civilized countries where the rule of law prevails, but the rehabilitation physicians. Therefore, as the powers contained in the White Paper does not suit their interests, have tried to shake the foundations of future degree in Physiotherapy in case they destroy, paralyze, or at least delay it. Vain attempt, because all they have done is put in evidence the high level of stupidity.
